Review carefullyGlobal filter UI for the Scenario Planning module. Same structure as item-management: defines cascading filter dimensions (Product, Time, Channel) for scenario workspace. The FE merges this config with planning-level options to build the final filter panel.

- FE merges this with planning-level options via useScenarioPlanningMergedFilterConfig
- Filter field IDs must match scenario_planning BE filter handling
